Dmitry Medvedev wants to simplify customs
Activity of Federal Customs Service was found harmful for investment climate.
D. Medvedev has convened a conference about investment climate, which’s topic was internal customs legislation that “hung up” because of coming into force the unique customs space of Customs Union since 1st July 2010.
President has supported Ministry of Economy to renew procedures of customs managing – RF is behind its partners of CU according to international ratings of condition of customs managing. Modernization of customs, declared by the President, means that the law, hung up in coordination, “About customs regulation in RF” in September can be accepted in redaction of department of Elvira Nabiulina (Ministry of Economy).
Investment climate become worse and worse because of invertors’ problems connected with customs management. Elvira Nabiulina, willing to return for Ministry of Economy right to create laws in customs sphere, prepared for conference some results of international ratings. According to her, by indicator of simplicity of customs procedures RF is at 115th place from 155 countries, at 140th place from 183 and at 130th from 133. At the same time Russia is far behind its partners – Kazakhstan and Belarus in such ratings.
Dmitry Medvedev agreed with conclusions of experts. New Customs Code of Customs Union didn’t change the situation, because it refers to the internal legislation in questions of customs clearing, with which Russia has problems. The old Customs Code of Russia of 2004 year is expected to be replaced by new law “About customs regulation in RF” that will explain all refers from Customs Code of Customs Union. But its acceptance has faced problem of crossed interests of 3 departments (Federal Customs Service, Ministry of Economy and Ministry of Finances). The second suggested to simplify a range of customs procedures above other. Dmitry Medvedev has supported this initiative, without going into particulars of disagreements between departments. According to the President, new law must issue such questions as:
1) “Maximum reducing” of indirect actions and common customs pressure at members of external trade
2) Creation a “green corridor” for export and import of high-technology goods
3) Implementation mechanisms of coordination between customs and member of trade
4) Creating ability for indicating a degree of customs influence on increasing sales turnover and increasing of business activity
We notice, that all these novations are accorded to Ministry of Economy approach to the law – it seems that even in September it can be created in redaction of Nabiulina’s departure.
