Unique norms are late
Incoordination of rules caused problems with goods circulation.
Last week press-service of Chamber of Commerce & Industry of Russian Federation and several regional customs administrations of RF informed that in spite of cancellation of customs control between Russia and Kazakhstan since the second decade of July (because of coming into force the Customs Union), some Russian companies reduce export of tolling production to Kazakhstan, because Kazakh part require export declarations on it and Minpromtorg of Russia informs about problems with free circulation of commodities within the CU. All these issues are caused of lating of unitizing either customs rules or duties within the “customs three”.
According to director of big customs holding in Russia and member of CCI of RF Tatyana Kruglova, federal law of Russia about customs service within the CU isn’t yet passed.This is why she says: “There’s a paradox situation now: Customs code has a lot of references to law which is not exist. In the end, we have two Customs Codes: the one within the CU and another Russian”.
Such disproportions significantly complicate trade connections and business-projects between countries of Customs Union. As CCI of RF informed in June-July were explained differences between customs and general economic legislation of Russia and other countries of CU. Exactly, Customs Code of CU creates several dispositions which haven’t analogies in customs legislations of countries-members of the CU. E.g. the Code creates mutual acceptation of measures providing paying duties all over the territory of CU. Also amount of export documents for tax-free goods has been reduced from 14 to 7. But in current Customs Code of Russia the list of documents and information for customs clearing goods, exporting from Russia within the CU, doesn’t clearly determined.
