Customs of common destiny - the strength in the potential

Creation of the Customs Union between Russia, Belarus and Kazakhstan is the main positive news of the last time in economic sphere. It can be talked about perspectives of CU although negotiations about it aren’t finished yet. But how does it coordinate with crisis and the future of world’s economy? Does CU have only regional meaning or it means something more, and the main - something new?

After breakup processes of 1990-s years at the post-soviet space it seemed that former members of big family of USSR nations parted finally. But the world crisis has broken many of independent economic plans. In the second year of this crisis the idea of common customs policy for some post-soviet countries was voiced. In the third year of it Customs Union transformed from an abstract idea to the concrete block of Russia, Belarus and Kazakhstan. Prepared Union not only gives a chance to survive in crisis but also it allows to form a base to overcome it in the future.

Customs Union creates conditions for developing trade connections between the countries. It’s about beginning of motion to the united market and united economic space at all. Economics of all members of this Union will gain seriously.

Creation of Customs Union isn’t going smoothly because of old problems. There’s contradiction between the wish of countries to import some goods behind Customs Union and the wish to create common production of these goods. The same is related to export of primary-materials and energy supply from Russia. All of this cause many removals of names of goods from the Customs Code, but it makes Customs Union the defective beginning immediately. Narrow-mindedness of this Union consists in that this progressive protectionist integration was made by unprogressive politics regimes. Even before complete legal organization of Customs Union it can be found not close enough integration. 2011 year will raise the question about, more than elites expect, rapprochement of economical and legal systems.

Goods, removed from Customs Code, will be controlled by national customs, also Russian. Taxes for its import, obviously, also will be set at the national level. United customs zone at the first time will be quite on the decline. However, disadvantages found out during existence of Customs Union will lead to removing of removes from Customs Code. Policy will become more circumspect and more consolidated, otherwise it won’t be effective.

Customs Union has the future. It consists as in deepening of Union, as in spreading of its borders. It is possible to the West. EU is suffering from deep crisis, this is why for governments of Eastern Europe may be more profitable to reorient itself to the East, entering to another block. Creation of Customs Union leads to competition of it with Euro Union. But if EU experience deep crisis because of world crisis, in countries of Eastern Europe problems in economy nudge local authorities to integration. The strength of Customs Union is in its potential. It express essential need of economies in integration and can easily go to the West.

Initiators of Customs Union are aware of that this sharp rapprochement caused of the crisis. Not only the customs but also economic destiny of Kazakhstan, Russia and Belarus and other countries, will turn out to be common. By uniting economic spare, creating common legal field and taking course to developing the common market, it will be possible to manage the crisis.
